The engineering skills shortage is hardly new. Businesses have spent years hearing about the need for more apprentices, graduates and young people entering technical careers, and those conversations have led to plenty of investment in training and development.

What has changed is the urgency of the problem.

Experienced engineers are now reaching retirement at a point when many businesses are already finding skilled people difficult to recruit. Research into the UK engineering workforce has estimated that around one in five mechanical and civil engineers would reach retirement age by 2026, while wider modelling suggests demand for engineers continues to run well ahead of supply.

For employers, this creates two problems at once. They need enough people to fill engineering vacancies, but they also need to replace decades of experience leaving with the people retiring from them. The second problem is considerably harder because an engineer can be recruited in a matter of weeks or months, while the knowledge they're replacing may have taken an entire career to build.

The Skills Shortage Doesn't Tell the Whole Story

Engineering vacancies are usually discussed in terms of numbers. How many engineers does the UK need? How many are entering the profession? How many positions are employers struggling to fill?

Those figures are useful, but they don't show what happens when the person leaving has spent 25 years working on the same plant, equipment or type of project.

Experienced engineers build up knowledge that rarely appears in a job description. They know which problems keep returning, which repairs worked previously, how equipment behaves outside ideal conditions and when something that looks right technically probably isn't going to work particularly well in practice.

This becomes even more important in senior positions. Engineering managers, maintenance managers and technical leads aren't valuable purely because of their qualifications. Businesses rely on them to make decisions, manage problems and recognise issues that somebody with less experience may not have encountered before.

When those people retire, replacing the position is only part of the job. Businesses also need to find a way of replacing or retaining what they knew.

More Apprentices Won't Fix Tomorrow's Vacancy

Growing the number of people entering engineering is clearly important. Without apprenticeships, graduate programmes and better routes into technical careers, the same workforce problem will continue for another generation.

The difficulty is that those solutions work over years rather than months.

UK modelling referenced in our research suggests annual demand for new engineers significantly exceeds current supply, leaving a shortage running into tens of thousands of people each year. Increasing the number of people entering engineering will help reduce that gap, but somebody beginning an apprenticeship this year isn't going to replace a retiring engineering manager next year.

Even after completing their initial training, engineers need practical experience. They need to encounter difficult projects, breakdowns, unexpected problems and situations where the obvious solution isn't necessarily the best one. That's how technical knowledge gradually becomes judgement.

Businesses therefore need to think about the engineering pipeline over two different timescales. They need to keep bringing new people into the profession for the future while finding experienced people capable of filling the gaps appearing now.

The People Already in Your Business Could Be the Best Place to Start

Before looking externally, businesses should understand how much potential already exists within their engineering teams.

An engineer with several years of experience may not be ready to become an engineering manager today, but with the right development they could be ready considerably sooner than somebody recruited at the beginning of their career. Giving mid-career engineers more responsibility, exposing them to difficult projects and involving them in senior decision-making can create a much stronger succession pipeline.

There's also a retention reason for doing this.

As experienced engineers become harder to find, people sitting slightly below senior level become more attractive to other employers. Businesses struggling to recruit an engineering manager may decide that an ambitious engineer with eight or ten years behind them is a better option than waiting indefinitely for somebody with fifteen.

That gives capable engineers more choices about where they develop their careers. If progression appears limited with their existing employer, another business may be willing to offer the opportunity they're waiting for.

Succession planning therefore needs to involve more than identifying who might replace somebody when they retire. Businesses need to actively prepare those people for the responsibility while giving them a reason to stay long enough to take it on.

Some Engineering Knowledge Is Very Difficult to Write Down

Most engineering businesses document the important technical information surrounding their work. There will be drawings, maintenance records, specifications, procedures and previous project information available somewhere.

The problem is that experienced engineers know plenty that never reaches those documents.

A maintenance engineer may remember why a particular part was changed years ago or recognise an early warning sign because they've seen the same failure before. A project engineer might know which problems tend to appear when something moves from the design stage into the real world. An engineering manager may understand the strengths of individual team members well enough to know exactly who should handle a difficult problem.

Research into knowledge transfer has found that organisations can lose significant institutional knowledge when experienced employees retire without a formal process for passing it on. That can leave replacements relearning old lessons, lengthen onboarding and increase the chance of previous mistakes being repeated.

Businesses don't need to turn every retiring engineer into a technical author. Giving less experienced colleagues opportunities to shadow them, involving both people in the same projects and recording important decisions can transfer knowledge far more naturally. The important part is allowing enough time for that relationship to work rather than attempting to squeeze decades of experience into a handover during someone's final fortnight.

The UK Isn't the Only Place to Look for Engineering Experience

Training and developing more engineers within the UK remains essential, but employers dealing with immediate shortages don't necessarily need to restrict their recruitment to the domestic workforce.

International recruitment is already playing an important role in filling engineering and technical vacancies where suitable experience is difficult to find locally. Countries with established manufacturing, industrial and engineering sectors have skilled workers whose experience can transfer into projects elsewhere, giving businesses access to a much larger potential workforce.

Romania is one market worth considering. Its background in manufacturing, mechanical engineering, energy and heavy industry means experienced Romanian engineers and technical workers can have skills that match shortages within UK businesses. For employers looking for mechanical engineers, technicians, welders, fabricators, pipefitters and other specialist workers, that can open up options that simply aren't available within a normal local candidate search.

There are obviously positions where international recruitment won't be suitable. Certain qualifications may need recognition, communication requirements can differ and some defence or infrastructure positions require particular clearances. International Recruitment and Apprenticeships Solve Different Problems

Bringing experienced engineers into the UK shouldn't be viewed as an alternative to developing people domestically. The two approaches work on different timescales and can support each other.

Apprenticeships and graduate programmes build the workforce businesses will rely on several years from now. International recruitment can help employers find people capable of contributing much sooner, particularly when a business needs experience that can't currently be developed quickly enough internally.

There can also be a useful crossover between the two. An experienced engineer recruited from Romania or another established engineering market can bring knowledge from different plants, projects and working environments while helping less experienced colleagues develop. Instead of filling one vacancy, the appointment can strengthen the people around it as well.

For employers facing immediate project deadlines, maintenance requirements or production demands, that combination can be particularly valuable. The business gets access to the experience it needs now while continuing to develop its longer-term workforce rather than waiting several years for one solution to eventually solve the other.

Keeping Experienced Engineers Around for Longer Can Buy Valuable Time

Recruiting replacements is only one option. Some businesses may also be able to delay the point at which valuable knowledge disappears altogether.

Retirement doesn't necessarily need to involve somebody moving from full-time employment to having no involvement with the business overnight. Some engineers will want exactly that, while others may prefer to reduce their hours gradually or remain involved through consultancy and mentoring.

Phased retirement can be particularly useful for senior engineers whose knowledge remains valuable even when they no longer want the demands of their previous position. An engineering manager could step away from the day-to-day running of a department while continuing to advise on difficult projects or help develop their successor.

This gives the incoming person somewhere to turn when they encounter a problem for the first time and allows knowledge to move between generations more naturally. Research into the engineering shortage includes phased retirement, flexible working and consulting arrangements among the ways businesses can retain critical expertise for longer.

Even an additional year of overlap can be valuable when the alternative is losing decades of knowledge on one retirement date.

Technology Can Keep More Knowledge Inside the Business

Technology won't solve the shortage of experienced engineers, but it can help businesses make better use of the knowledge they still have.

Engineering teams now have far better ways to record, organise and search technical information than they did when many of today's retiring engineers began their careers. Previous failures, repairs, project decisions and lessons learned can be stored in ways that make them much easier for other employees to find later.

This is particularly useful when knowledge would otherwise disappear into old email chains, notebooks or someone's memory. Recording an experienced engineer explaining a difficult process or documenting why a particular engineering decision was made can provide useful context long after they've left the business.

AI and other digital tools may make that information easier to search and use, while automation can remove some repetitive work from engineering teams that are already stretched. The research recommends knowledge-management tools alongside mentoring and documentation as ways of preserving expertise before experienced workers leave.

There will still be limits to what technology can capture. Engineering judgement develops through practical experience, and reading about somebody else's solution isn't the same as spending years solving those problems yourself. Digital tools can preserve more of what experienced engineers know, which gives the people following them a much stronger starting point.

Waiting for the Vacancy Makes Recruitment Harder

Perhaps the biggest change businesses can make is also one of the simplest: stop treating retirement as an unexpected vacancy.

If an engineering manager is likely to retire within the next couple of years, the business already has a future recruitment requirement. Waiting until their final few months reduces the time available to develop somebody internally, recruit from the UK, search internationally or create a proper handover.

Starting earlier also matters because experienced engineers are rarely sitting around waiting for vacancies to appear. Many of the people employers want are already working and may be perfectly comfortable where they are. Finding somebody with the right technical background, industry experience, salary expectations and location can therefore take considerably longer than filling a more general position.

That means apprenticeships and graduate recruitment remain important, but businesses also need to retain mid-career engineers and transfer knowledge before senior employees leave. International recruitment can widen the available talent pool when UK supply falls short, with countries such as Romania providing access to experienced engineering and technical workers. Phased retirement can keep expertise available for longer, while better use of technology can preserve knowledge that might otherwise disappear.

The businesses in the strongest position will be those that understand where their future gaps are before they become vacancies. That gives them time to decide whether the answer is already working within their team, needs to be recruited elsewhere in the UK or might be found much further afield.

Experienced engineers will continue to retire. The real staffing challenge is making sure decades of knowledge don't retire with them.
